This is part of the 'Arcanum Family' questline. You do not need to have been present for other questlines to join this quest or for it to be logical. Enough is enough. The Arcanum family is letting itself become the menace of the area they're supposed to protect. Crystahl was right, we never should have let it come this far. Our ask is simple; scout out the home of the Arcanum family and report back. We will have to deal with them one way or another eventually, but we should first know what we're dealing with. Location itself is sufficient. We have estimated the southern sunset mountains to be the most likely target. Stick close to the river, and out of danger and detection.
